Percent as a multiplier
“Per cent” means “per hundred”: $p\%$ of a quantity $Q$ is $\dfrac{p}{100}\cdot Q$. Three questions cover almost every basic case, and each one is a single equation.

- What is $32\%$ of $250$? $\frac{32}{100}(250)=80$.
- $18$ is what percent of $45$? $18=\frac{p}{100}(45)\Rightarrow p=40$.
- $63$ is $35\%$ of what number? $63=\frac{35}{100}W\Rightarrow W=180$.
Increase by $p\%$: multiply by $1+\tfrac{p}{100}$. Decrease by $p\%$: multiply by $1-\tfrac{p}{100}$. A final value that is $q\%$ of the original corresponds to multiplying by $\tfrac{q}{100}$ — so a multiplier of $0.96$ is “$96\%$ of the original”, i.e.\ a $4\%$ decrease. Do not confuse the two readings.

Successive changes
Apply the multipliers in order and multiply them together. The order does not matter for the final value, but the intermediate values are different — and some questions ask about the intermediate value.
A price rises by $30\%$ and then falls by $10\%$. What is the net percent change?
Net multiplier: $1.30\times 0.90=1.17$. Since $1.17=1+0.17$, the net effect is an increase of $\boxed{17\%}$ — not the $20\%$ that adding the two percentages suggests.
A stock rose $25\%$ in one year and fell $12\%$ the next. What was the net percent change over the two years?
$1.25\times 0.88=1.10$, so the net change is an increase of $\boxed{10\%}$.

Reversing a percent change
If a question gives the value after a change and asks for the value before, divide by the multiplier. Subtracting the same percentage back off is wrong, because the second percentage would be taken from the wrong base.
After a $15\%$ discount an item sells for $102. What was the price before the discount?
$0.85\,P=102$, so $P=102\div 0.85=\boxed{\$120}$.
Adding $15\%$ back to $102 gives $117.30, which is not the answer — that $15\%$ was taken from the discounted price rather than from the original.
A store marks an item up $60\%$ above its cost, then advertises “$25\%$ off the marked price”. The item sells for $96. What was the store's cost?
Combined multiplier: $1.60\times 0.75=1.20$. So $1.20\,C=96$, giving $C=96\div 1.20=\boxed{\$80}$.

Percent of a percent, and percentage points
Two different operations wear the same word, and questions are built on the difference.
- Percent of a percent — multiply the multipliers. If $60\%$ of students study a language and $35\%$ of those study French, then $0.60\times 0.35=0.21$, so $21\%$ of all students study French.
- Percentage points — subtract the two percentages. A rate moving from $8\%$ to $12\%$ has risen by $4$ percentage points, which is a $\dfrac{12-8}{8}=50\%$ increase in the rate.
A club has $40$ members, $30\%$ of whom are seniors. Ten new members join, all seniors. What percent of the club is now senior?
Seniors before: $0.30(40)=12$. After: $12+10=22$ seniors out of $40+10=50$ members. $\dfrac{22}{50}=0.44=\boxed{44\%}$.
The answer is not $30\%+\tfrac{10}{40}=55\%$: the denominator changed too.
A restaurant bill for food is $80. An $8\%$ tax is added, and then a $20\%$ tip is calculated on the total including tax. What is the final amount paid?
After tax: $80\times 1.08=\$86.40$. Tip: $86.40\times 0.20=\$17.28$. Total: $86.40+17.28=86.40\times 1.20=\boxed{\$103.68}$.
Had the tip been taken on the pre-tax amount, it would have been $16.00 and the total $102.40 — a genuinely different number, so the wording “including tax” has to be read.

Mixtures: the part that stays constant
In dilution and concentration problems one quantity is unchanged — usually the amount of the pure substance. Track that quantity, not the percentage.
A $500$ mL solution is $12\%$ salt by volume. How much pure water must be added to make the solution $10\%$ salt?
The salt is fixed: $0.12(500)=60$ mL, and it must end up being $10\%$ of the new total $T$: $0.10\,T=60$, so $T=600$ mL. Water added $=600-500=\boxed{100\text{ mL}}$.

The two directions are not the same percentage
Take the pair $80$ and $50$. How much bigger is $80$ than $50$, and how much smaller is $50$ than $80$? The gap is $30$ either way, but the two answers are different percentages because the base changes: \[ \frac{80-50}{50}=0.60 \quad (80 \text{ is } 60\% \text{ greater than } 50), \qquad \frac{80-50}{80}=0.375 \quad (50 \text{ is } 37.5\% \text{ less than } 80). \]
If a quantity is increased by $p\%$, the decrease that returns it to its starting value is not $p\%$ but \[ \frac{p}{100+p}\times 100\%. \] An increase of $60\%$ is undone by a decrease of $\tfrac{60}{160}=37.5\%$; an increase of $100\%$ is undone by a decrease of $\tfrac{100}{200}=50\%$; an increase of $20\%$ is undone by a decrease of $\tfrac{20}{120}=16\tfrac23\%$. The undoing percentage is always the smaller of the two, because it is measured against the larger number.

Đề viết “$x$ is $25\%$ less than $y$” rồi hỏi $y$ theo $x$. Cách sai hay gặp là $y=1.25x$. Đúng phải là $x=0.75y$, tức $y=\dfrac{x}{0.75}\approx 1.333x$. Cứ dịch câu tiếng Anh thành một phương trình có hệ số nhân trước khi biến đổi, đừng dịch thẳng thành đáp án — chữ “less than” cho biết mẫu số nằm ở đâu, chứ không cho biết phải nhân hay chia.
