Two rules, and everything else is bookkeeping
Two non-vertical lines in the $xy$-plane with slopes $m_1$ and $m_2$ satisfy:
- Parallel: $m_1=m_2$. Distinct parallel lines never meet; equal slopes with equal $y$-intercepts means the lines coincide.
- Perpendicular: $m_1m_2=-1$, equivalently $m_2=-\dfrac{1}{m_1}$. The slopes are negative reciprocals: flip the fraction, then flip the sign.
Slope $\tfrac34$ $\;\longrightarrow\;$ parallel slope $\tfrac34$, perpendicular slope $-\tfrac43$.
Slope $-5$ $\;\longrightarrow\;$ parallel slope $-5$, perpendicular slope $\tfrac15$.

Getting the slope out of whatever the question hands you
- From $y=mx+b$: the slope is $m$, read directly.
- From $Ax+By=C$ with $B\neq0$: solve for $y$ to get $y=-\dfrac{A}{B}x+\dfrac{C}{B}$, so the slope is $-\dfrac{A}{B}$.
- From two points $(x_1,y_1)$, $(x_2,y_2)$: the slope is $\dfrac{y_2-y_1}{x_2-x_1}$.
- From two intercepts, $x$-intercept $p$ and $y$-intercept $q$ (both nonzero): the line passes through $(p,0)$ and $(0,q)$, so the slope is $-\dfrac{q}{p}$.
Line $\ell$ has equation $3x-4y=12$. Find the slope of $\ell$, the slope of any line parallel to $\ell$, and the slope of any line perpendicular to $\ell$.
Solve for $y$: $-4y=-3x+12$, so $y=\tfrac34x-3$. The slope of $\ell$ is $\tfrac34$.
Parallel: $\boxed{\tfrac34}$. Perpendicular: $\boxed{-\tfrac43}$.
Reading straight off $Ax+By=C$ gives the same thing: $-\dfrac{A}{B}=-\dfrac{3}{-4}=\tfrac34$.

Building the line the question asks for
Once the slope is known, use point-slope form and stop worrying about which form the answer is “supposed” to be in: \[ y-y_0=m\,(x-x_0)\qquad\text{through }(x_0,y_0)\text{ with slope }m . \]
Write an equation of the line through $(-2,5)$ that is perpendicular to $2x+5y=9$.
Slope of the given line: $-\dfrac{2}{5}$. Perpendicular slope: $\dfrac52$.
Point-slope: $y-5=\tfrac52(x+2)$, so $y=\tfrac52x+5+5$, that is $\boxed{y=\tfrac52x+10}$.
Check the point: at $x=-2$, $y=-5+10=5$.
Line $\ell$ has $x$-intercept $4$ and $y$-intercept $6$. Line $k$ is parallel to $\ell$ and passes through $(8,1)$. What is the $y$-intercept of $k$?
$\ell$ passes through $(4,0)$ and $(0,6)$, so its slope is $\dfrac{6-0}{0-4}=-\dfrac32$.
$k$ has the same slope: $y-1=-\tfrac32(x-8)$, so $y=-\tfrac32x+12+1=-\tfrac32x+13$.
The $y$-intercept is $\boxed{13}$.
When the coefficients are letters
This is where the marks sit. If a question gives $ax+by=c$ and calls $a$, $b$, $c$ constants, it is not asking you to solve for $x$ — it is asking you to force a slope condition.
For $a_1x+b_1y=c_1$ and $a_2x+b_2y=c_2$: \[ \text{parallel}\;\Longleftrightarrow\; a_1b_2=a_2b_1, \qquad \text{perpendicular}\;\Longleftrightarrow\; a_1a_2+b_1b_2=0 . \] Both statements avoid dividing, so they stay valid even when a coefficient is $0$.
In the $xy$-plane, $ax+3y=7$ is parallel to $4x-6y=5$. What is the value of $a$?
Slope of the second line: $-\dfrac{4}{-6}=\dfrac23$. Slope of the first: $-\dfrac{a}{3}$.
Setting them equal, $-\dfrac{a}{3}=\dfrac23$, so $\boxed{a=-2}$.
Check: $-2x+3y=7$ gives $y=\tfrac23x+\tfrac73$, slope $\tfrac23$.
Line $kx+8y=3$ is perpendicular to line $6x-5y=11$. What is the value of $k$?
Slope of the second line: $-\dfrac{6}{-5}=\dfrac65$. The perpendicular slope is $-\dfrac56$.
First line: $-\dfrac{k}{8}=-\dfrac56$, so $\dfrac{k}{8}=\dfrac56$ and $k=\dfrac{40}{6}=\boxed{\dfrac{20}{3}}$.
Or use the cross form directly: $a_1a_2+b_1b_2=6k+8(-5)=0$, giving $6k=40$ and $k=\tfrac{20}{3}$.

The two places the rule breaks
The product rule $m_1m_2=-1$ needs both slopes to exist. A vertical line $x=a$ has no slope at all, so the rule simply does not apply to it.
- Every horizontal line $y=b$ is perpendicular to every vertical line $x=a$, even though no product of slopes can be formed.
- Two vertical lines are parallel to each other; so are two horizontal lines.
- In $Ax+By=C$, the line is vertical exactly when $B=0$ (and $A\neq0$), and horizontal exactly when $A=0$ (and $B\neq0$).
For what value of $a$ are the lines $ax+4y=6$ and $9x+ay=5$ perpendicular?
Suppose first that $a\neq0$. The slopes are $-\dfrac{a}{4}$ and $-\dfrac{9}{a}$, whose product is \[ \left(-\frac{a}{4}\right)\!\left(-\frac{9}{a}\right)=\frac{9}{4}, \] never $-1$. So no nonzero $a$ works.
Now test $a=0$. The equations become $4y=6$, a horizontal line, and $9x=5$, a vertical line. Those two are perpendicular. Answer: $\boxed{a=0}$.
The cross form gives it in one line: $a_1a_2+b_1b_2=9a+4a=13a=0$, so $a=0$.

Perpendicular bisectors and intercept swaps
It passes through the midpoint $\left(\dfrac{x_1+x_2}{2},\dfrac{y_1+y_2}{2}\right)$ and has slope equal to the negative reciprocal of the slope of $\overline{AB}$. Every point on it is equidistant from $A$ and $B$.
Points $A(-2,3)$ and $B(6,9)$ lie in the $xy$-plane. Find an equation of the perpendicular bisector of $\overline{AB}$.
Midpoint: $\left(\dfrac{-2+6}{2},\dfrac{3+9}{2}\right)=(2,6)$.
Slope of $\overline{AB}$: $\dfrac{9-3}{6-(-2)}=\dfrac68=\dfrac34$, so the bisector has slope $-\dfrac43$.
Point-slope: $y-6=-\tfrac43(x-2)$. Multiplying by $3$: $3y-18=-4x+8$, so $\boxed{4x+3y=26}$.
Check the midpoint: $4(2)+3(6)=8+18=26$. Distance from $(2,6)$ to each endpoint is $\sqrt{16+9}=5$.
Line $\ell$ is $y=-\tfrac14x+7$. Line $m$ is perpendicular to $\ell$ and has the same $x$-intercept as $\ell$. What is the $y$-intercept of $m$?
$x$-intercept of $\ell$: set $y=0$, so $\tfrac14x=7$ and $x=28$; the shared point is $(28,0)$.
Slope of $m$: the negative reciprocal of $-\tfrac14$ is $4$.
So $y-0=4(x-28)$, that is $y=4x-112$, and the $y$-intercept is $\boxed{-112}$.
