| Body 1 (Câu 1: yếu tố quan trọng nhất + vì sao) | Định nghĩa: tương lai đứa trẻ tuỳ tài năng và nỗ lực, không tuỳ gia đình · Lý do 1: không áp một hình mẫu sống – người muốn làm nông, vẽ, mở công ty đều cần xuất phát công bằng · So sánh với giàu có: nước giàu mà đặc quyền cha truyền con nối thì phí tài năng, sinh bất mãn · Lý do 2: người ta chấp nhận kết quả không đều nếu tin cuộc đua công bằng → nền của gắn kết xã hội. |
| Body 2 (Câu 2: đạt được bằng cách nào) | 1) Trường công, y tế công chất lượng, tài trợ bằng thuế luỹ tiến – con gái nông dân học lớp tốt ngang con trai chủ ngân hàng · Ex: các nước Bắc Âu đầu tư mạnh đúng các dịch vụ này và nổi tiếng về dịch chuyển xã hội · 2) Pháp quyền không ngoại lệ – cơ hội vô nghĩa khi việc làm, hợp đồng mua bằng hối lộ, quan hệ · 3) Công dân: đóng thuế trung thực, giám sát qua báo chí và lá phiếu. |
Philosophers from Plato onwards have designed ideal societies, and no two designs agree. Because people want different things from life, I believe the most important element is not wealth or order but equality of opportunity, and that it can be approached through public investment in children and laws applied impartially.
Equal opportunity means that a child's prospects depend on talent and effort rather than on the family they are born into. Its great merit is that it imposes no single vision of the good life: the citizen who wishes to farm, to paint or to found a company is equally served by a fair start. Wealth cannot play this role. A rich country in which privilege is inherited wastes the abilities of its poorer children and breeds resentment among those who feel that the game is rigged. People accept unequal results calmly when they believe the competition was fair, which is why opportunity is the basis of social cohesion.
Such a society cannot be created by decree, but can be built step by step. The foundation is high-quality public schooling and health care, funded through progressive taxation, so that a farmer's daughter sits in as good a classroom and sees as good a doctor as a banker's son. The Nordic countries, which invest heavily in these services, are known for high social mobility, evidence that the approach works. Secondly, the rule of law must be enforced without exception, because opportunity is meaningless where jobs and contracts are obtained through bribes or connections. Citizens have a part to play too, by paying their taxes honestly and holding officials to account through a free press and the ballot box.
No society will ever be perfect, but one that gives every child a real chance comes nearest. That goal is within reach of any country willing to invest in its young and to apply its laws to the powerful and the powerless alike.
