A prison sentence, like any first punishment, is meant to be a turning point, yet in many countries a large proportion of released prisoners are back in court within a few years. The main causes lie in what happens during and after the sentence, and effective remedies must target those same two stages.
Reoffending is rarely a matter of bad character alone. The first cause is economic: a criminal record follows a person long after release, and employers who see it on an application usually choose someone else. Without wages or a home to return to, a former prisoner may find that the only people willing to offer work are old criminal associates. The second cause is prison itself. Where inmates are merely locked up, a first-time shoplifter spends months among hardened criminals and leaves with new contacts and techniques rather than new skills. Problems that led to the original offence, such as addiction, tend to go untreated.
Each of these causes points to a remedy. Since idleness inside prison breeds crime outside, sentences should be used for vocational training and basic education, so that inmates leave with a certificate in welding, cooking or coding. Norway, whose prisons are organised around this principle, is regularly cited as having one of the lowest reoffending rates in Europe. To overcome employers' reluctance, governments can offer tax incentives to firms that hire ex-offenders and allow minor convictions to be wiped from the record after years of good behaviour. Finally, because the first months of freedom are the most dangerous, each released prisoner should be assigned a probation officer who helps with housing and addiction treatment.
In brief, people return to crime because prison too often makes them less employable and better connected to criminals than before. Training during the sentence, incentives for employers and close support after release would break this cycle, and would cost far less than imprisoning the same person repeatedly.
