| Conclusion | Giáo dục toàn dân tốt giảm tội phạm nhiều hơn xây thêm nhà tù vì nó xoá động cơ chứ không chỉ phạt hành vi; nhưng hai thứ bổ sung chứ không thay thế nhau: chuyển tiền về phía lớp học mà không đóng cửa trại giam. |
A prison sentence, by definition, begins only after someone has already been harmed. This is why I largely agree that better public education is a more effective answer to crime than imprisonment, although it could never make prisons unnecessary.
Education is more effective because it acts on the causes of crime rather than its consequences. A large share of offences are committed not by hardened criminals but by young men with few qualifications and little prospect of steady work, for whom theft or drug dealing appears to pay better than any job they could get. Schooling that leaves teenagers literate, numerate and employable changes that calculation: a person with a wage, a career and a reputation has a great deal to lose. Prison, by contrast, often makes matters worse. Inmates lose their jobs and housing, mix with more experienced offenders and emerge with a criminal record that employers distrust, which is why so many reoffend after release. A good school, in other words, prevents crimes that a prison can only punish.
Education cannot, however, do the whole job. Its effects take a generation to appear, whereas violent offenders are a danger today, and the only protection is to remove them from society. Education is also powerless against crimes that have nothing to do with poverty or ignorance: large-scale fraud and corruption are typically committed by well-educated people in well-paid positions. For them, it is the realistic prospect of a cell that keeps temptation in check. Prison therefore remains indispensable, but as a last resort for the dangerous and the calculating rather than as the standard response to every offence.
In conclusion, I agree that educating the public well would reduce crime more than building more prisons, since it removes the motive rather than merely punishing the act. Nevertheless, the two are complementary rather than interchangeable, and a sensible government would shift money towards classrooms without closing its cells.
