A loud phone conversation on a crowded bus is irritating, and it has led some people to call for mobile phones to be prohibited in libraries, shops and on public transport. I largely disagree: what deserves regulation is noise, not the device, and a blanket ban would cost far more than it achieved.

There are certainly places where restrictions are justified. A library exists to provide silence, so a single ringing phone or video played aloud defeats the purpose of the building for everyone in it. The same is true of long train journeys, where passengers are trapped beside a stranger's speakerphone call for hours. In such settings, rules requiring silent mode or headphones are reasonable and already work well: many railway companies run designated quiet carriages in which calls are forbidden. Notably, these rules target a specific behaviour and still allow people to read or message silently.

Prohibiting phone use altogether is a different matter, because the phone is no longer merely a telephone. In shops, customers use it to pay, to compare prices and to check a shopping list, and a ban would cost retailers sales as well as inconveniencing shoppers. On public transport, it holds the ticket, shows the route and allows a passenger to warn someone that they are running late. More seriously, it is the means by which people summon help in an emergency, and accidents or sudden illness strike in shops and on buses as readily as anywhere. A total ban would also be virtually impossible to enforce: no bus driver can police fifty passengers, and a rule that is openly ignored only breeds contempt for rules in general.

All things considered, I accept limits on noisy phone use where quiet is essential, but I reject the idea of banning phones from public spaces. Clear rules of etiquette, backed by quiet zones, protect other people's peace without depriving anyone of an essential tool.

Đề cho sẵn ba nơi rất khác nhau và bài dùng cả ba: thư viện + tàu xe ở phần đồng ý, cửa hàng + tàu xe ở phần phản đối. Chìa khoá là tách 'banned' (cấm hẳn) khỏi 'restricted' (hạn chế) ngay câu luận đề — học viên hay viết thành bài 'điện thoại gây phiền' mà quên trả lời chữ 'banned'.
