Every tool that helps the police also lands, sooner or later, in the hands of the people they are chasing. It is therefore unsurprising that some regard technological progress as a force that suppresses crime, whereas others see it as an invitation to commit it. In my view, technology does not so much reduce or increase crime as relocate it, from the street to the screen.
The optimistic view rests on the idea that criminals weigh the risk of being caught. Surveillance cameras, DNA analysis and the location data stored by mobile phones mean that a burglar or mugger now leaves a trail of evidence that is hard to erase. Because detection is more likely, the crime becomes less attractive: a car fitted with a GPS tracker is a poor target, since it can be traced within hours. Video doorbells are intended to act as a deterrent in the same way. For crimes that require the offender to be physically present, technology has tilted the odds in favour of the law.
The opposing view is that the internet has created opportunities that never existed before. A fraudster no longer needs to meet a victim; a convincing text message apparently from a bank can empty an account from another continent. Ransomware gangs lock the files of hospitals and demand payment in cryptocurrency, and because they operate across borders, local police can rarely reach them. Crucially, such crimes demand neither courage nor physical strength, so they attract people who would never have robbed anyone in person. I find this argument persuasive, although it does not cancel the first: both things are happening at once.
To sum up, technology has made traditional crime riskier and digital crime easier, and the likely result is not less wrongdoing but a different kind. Unless law enforcement keeps pace with online offenders as effectively as it has with burglars, the benefit to public safety will remain modest.
