The bar chart compares the proportion of the labour force that was out of work in nine countries in 1994 and 2004.
Overall, joblessness fell in seven of the nine countries over the decade, with only Germany and Japan moving in the opposite direction. Spain had the highest rate in both years despite a substantial improvement.
The steepest falls came in Spain and Ireland, where unemployment had been most severe. Spain's rate dropped from 19.5% to 11.0%, yet this still left it at the top of the table. Ireland's performance was more remarkable: its figure plunged from 14.3% to 4.5%, a fall of more than two thirds taking it from second highest to lowest of the nine. The UK and Australia also improved markedly, the former almost halving its rate from 9.3% to 4.7% and the latter cutting its own from 9.5% to 5.4%.
Elsewhere the changes were more modest. France and Italy each shed just over 2.5 percentage points, ending at 9.6% and 8.0% respectively, while the USA saw only a marginal decline from 6.1% to 5.5%. Germany and Japan bucked the trend. German unemployment climbed from 8.4% to 9.8%, the second highest rate in 2004, and Japan's rose from 2.9%, the lowest starting figure by some distance, to 4.7%, level with the UK.
